I am admitting my sister to a short term subacute facility while she undergoes radiation for a brain tumor-how do I transport her to radiation?

What state do you live in? Also, how ambulatory is she... walks, wheelchair, stretcher etc...?

she lives in NYC. she is only beginning to use a walker for a few feet, is gaining strength but that may change with the effects of radiation

There are a variety of non-emergency medical transport carriers in NYC. Her insurance might even have an agreement with one. If she has a "cancer policy" that will often cover this expense.
She may do well at first with radiation and the usual steroids. I think that the staff at the radiation center will best guide you as to reliable and safe tranportation options.
