How do I convince Dad that he needs home health care?

My 86 year old dad has been diagnoised as terminal. A relative is now caring for him at home, but is only able to do this for one more week. Hospice comes in for an hour or so each day, but Dad needs someone with him at all times. He has always been very active (a WWII vet), and does not want us to hire someone to stay with him while my brother works. How do we convince my dad that he must have a person stay with him? He says he's afraid that a caregiver would "rip him off".

Though problem. Some of the home health agencies will have people that have undergone a background check and this can be of help in convincing an elderly person that they are safe. Is the VA system an option for him? Does he need help or are you worried he might fall or something and then need help. If that is the case, a video camara and family able to check in on him with or without outside help might work.
